SPLM-DC NDC Final Communique
(07/09/2009, SPLM-DC) The Founding National Delegates’ Congress of SPLM-DC was held in the period from 31 August to 3 September 2009 in the Friendship Hall in Khartoum. The opening session was addressed by the representatives of the political parties in Sudan and a representative of Political Parties Affairs Council. It was addressed by the Chairman, Dr. Lam Akol Ajawin, who delivered of keynote speech before the delegates in which he dealt with the issues of concern to the country. The Secretary General, Engineer Charles Kisanga, presented a report on the activities of the party since the party launched its public activities on the 6th of June 2009. Position papers were presented in the political, economy and service sectors. The Congress deliberated on them thoroughly, first as committees and then in the plenary. The Congress was also addressed by the Chairpersons and representatives of the party in the states, the Diaspora and Women, Youth and Students’ Leagues. The Congress deliberated on the Chairman’s speech, report of the Secretary General and Statements of the States’ representatives. The Congress issued the following resolutions: - First: The Political Sector: -
- Full and transparent implementation of the Comprehensive Peace Agreement (CPA) and all efforts must be exerted to overcome the problems facing its implementation.
- Efforts to be exerted to propagate and spread the CPA and the promotion of the reconciliation process between all sections of the Sudanese people.
- On the Abyei Area, we urge that the award of the PCA in The Hague be respected and we call upon the Government of National Unity to demarcate the borders of the area on the ground without delay so that the citizens of the area can enjoy peace and stability.
- The General Elections must take place on time as scheduled by the National Elections Commission. The elections are both a requirement of the CPA as well as a necessary prelude for the self-determination referendum in Southern Sudan in 2011.
- We call upon the National Elections Commission to speed up approving the local and international election monitors so that they deploy all over the Sudan especially in Southern Sudan in order to monitor the elections process which commenced with the publication of the schedule of the election process. Central to the fairness of the lection process is the provision of the freedom of political work for all parties.
- The human rights organizations have to make their voice heard on the provocative excesses being committed in the South in terms arrests and torture of our party members solely for their political views.
- The reform of the current situation in Southern Sudan by implementing policies that aim at the attainment of good governance there, especially providing democracy for all, elimination of the prevalent insecurity, uprooting corruption and bringing its perpetrators to justice, fighting tribalism and embarking on a serious socio-economic development.
- We shall co-operate with the other Southern political parties so that the South-South dialogue commences without delay. We consider South-South dialogue as a necessary step towards the unity of the Southern political forces over the national issues generally and the situation in the Southern Sudan in particular.
- The party shall participate effectively in the national issues.
- The Darfur problem is Sudan’s biggest problem. Therefore, seriousness is needed in order to resolve it. We believe that the only solution possible is a peaceful one arrived at through dialogue, that addresses the root causes of the problem and involves the people of Darfur in the peace process in the context of a national effort that does not deny the role of the sincere friends of Sudan.
- Adoption of a strategic plan to build diplomatic relations with the world especially the neighbouring countries.
- Due to the shortcomings of the last population census in Southern Sudan the Congress believes that there should be a political agreement that guarantees a higher representation of the South in the national civil service and the executive organs of government than that provided by the results of the census.
Second: The Economic Sector.
- Paying special attention to the development of infrastructure in the least-developed areas in order to push forward with production and balanced development.
- Pursuing planning in the initiation and implementation of strategic projects that contributes to the provision of wide work opportunities for the realization of social development.
- Development of productive role in the realization of the Millennium Development Goals.
- Adopt a progressive income tax policy to increase the public income in order to meet the expenditure on services.
- Paying attention to the tourism sector and develop it as a promising resource for the national economy.
- Encouragement of investment in the mining sector and giving the local investors priority over foreigners.
- Obliging the companies that produce oil in our country to adopt strict measures for environmental protection.
- Agriculture remains the mainstay of our economy and therefore, it must be given utmost attention.
- Adoption of an agricultural policy that aims at using advanced techniques in the area of crop production in order to produce various crops for international markets to increase the contribution of the agricultural sector in the national economy.
- Provision of social cover for the economically weak sections of the community.
- Strive for the practical framework of microfinance to match the theoretical framework in order to alleviate poverty.
- Streamlining Government expenditure and tight control of financial performance.
- Rehabilitation of the railway being the most environment friendly mode of transport and that connects the country.
- Pay Attention to the river transport and clearing the waterway from weeds.
Third: The Service Sector.
- Education.
- The Congress recommends a 12-year general educational ladder either a (4+4+4) or (6+3+3).
- The conference considers that the curriculum should be compatible with the environment of Sudan and neutral.
- To develop controls and direction of private schools under the supervision of the Ministry of Education and Guidance and to promote technical education technical institutes and the establishment of teachers training centres.
- To revive the old national schools such as the old Rumbek, Hantoub, Khortagat, Wadi Saidna and with their boarding facilities, to admit students from all over Sudan. These schools were a beacon in the past and develop in the youth the spirit of national unity.
- To put more emphasis on home economics for girls and civic education for students.
- Provide free education as contained in the peace agreement.
- To encourage the teaching of English in public schools.
- Providing school textbook.
- To pay special attention to illiteracy eradication and adult education.
- To create a conducive atmosphere for the promotion of technical and technological education.
- Promotion of local cultures and their inclusion in school curriculums.
With regard to higher education:

- Paying great attention to research and laboratories.
- Promotion of technical education.
- Gradual Arabization of the curriculum for its profound effect in the weakening of the English language.
• Health:
- Attention to primary health care and maternal and child care.
- Attention to environmental health.
- Provision of clean drinking water.
- Observing strict standards of sanitation.
- Establishment of specialized hospitals and fight against deadly diseases (HIV, Malaria, tuberculosis resistant to treatment and the six childhood diseases).
- Paying attention to health information and the geography of the distribution of diseases and health statistics.
- Paying attention to the middle and auxiliary cadres (midwives, nurses and health rangers).
- Strict supervision of medicines to ensure quality.
- Direct health disciplines to take into account geographical distribution.
- Seeking to enter the treatment of all diseases in the health insurance cover.
- fight against harmful traditional practices in our society (circumcision - facial scars).
- Paying attention to animal health.
- To encourage research in the fields of health and medical services.
- Caring for the disabled and those with special needs.

- Housing
- To deal with the problem of unplanned settlements and physical planning.
- Provision of economic housing for low-income sections of the community at a cost that is commensurate with their limited income.

Fourth: - on the Party.
- The Congress noted with extreme satisfaction the success achieved by the party in the last three months and the huge popular support it has gained all over the Sudan and commended the achievements made by the leadership of the party in that respect.
- The Congress declared its determination to continue with its popular activities despite the harassment meted out against it. Our party shall adhere to the Constitution and the law in defence of its rights and the rights of its members.
- The Congress directed the National Council to put in place the necessary arrangements to launch a party building campaign right from the grassroots up to the state level. This campaign is to be completed within three months.
- Mobilizing the party for the upcoming elections and adopting the necessary measures to manage this campaign so that we win it overwhelmingly.
- Conducting broad dialogue with the other political parties with the aim of establishing coordination, cooperation and understanding with them and in order to reach consensus on major national issues that face the country.
- To give special attention to the media and the strive to provide audio-visual media means for the party.
The NDC adopted the Basic Rules of the party on the basis of which the leadership and organs of the party on the national level were elected.

Dear Sir,
I would like to profoundly congratulate SPLM-DC leadership and dedicated members for NDC success.
Certainly, it will go down in history of our beloved country( Sudan) and South in particular that there are people who can do work in the country & diaspora.
We have manpower in all areas and hopefully we will succede in the future but possible only when we have a good system in place and only when we get the opportunity to put the right man in the right place. This will require collective hard work on our part and without doubt,we will be able to achieve our goals of development in the country.
