NUER COMMUNITY IN EUROPE PLEDGES ALLEGIANCE TO SPLM-DC

In the anniversary of the death of Dr. John Garang, the leadership of Nuer community in Europe has unanimously passed a resolution supporting the formation of SPLM—DC (SPLM for Democratic Change) in its extraordinary meeting of July, 29, 2009. In analyzing the political developments in South Sudan since the formation of the Government of South Sudan (GoSS) in October, 2005, the Alliance of Nuer Community in Europe (ANCE) has come to conclusion that the leadership of Salva Kiir Mayardit has failed beyond repair to deliver to the people of South Sudan. A new SPLM leadership that would provide direction is therefore desirable for the people of the South to exercise the right to self-determination, attain economic prosperity and build peace among the warring tribes of the South.

The community has analyzed the failures of Salva Kiir Mayardit and identified five issues which justified supporting the formation of a new SPLM for change:

1. The leadership of Salva Kiir Mayardit has totally failed to ensure that Self-determination Act is passed into law by the National Assembly of Sudan. According to the CPA Implementation matrix, the self-determination act could have been passed into law in September, 2007. The hijacking of SPLM by the communists and the lack of vision of Kiir’s leadership led to the failure of the National Parliament to pass an act that shall guarantee that the people of the South exercise self-determination in 2011. Without a bill passed into law, there will be no Referendum Commission that shall make arrangements for the exercise of self-determination.

2. The leadership of Salva Kiir, due to lack of insight, is not able to secure the smooth and unwavering implementation of the CPA by creating political alliances and deals that could have speeded the implementation of all protocols. The rule of the majority required to pass laws in the National Assembly in Khartoum demands cooperation between the SPLM and the NCP. Without meaningful political cooperation between the principal signatories of the Naivasha agreement, the SPLM and the Southern parties could not form a majority in the national parliament to pass laws that would benefit the South and speed up the implementation of the CPA.

3. The corruption practiced by Salva Kiir Mayardit and his henchmen cannot be cured while the SPLM is led by the very individuals who created looting, embezzlement and corrupt institutions that do not reflect diversity of the South. Based on the information obtained from GoSS, not less than two billion dollars have been squandered.

4. In South Sudan under Kiir Mayardit leadership, there are no structured job descriptions that call for required skills, experience and academic credentials. There are departments and Ministries which hire whoever they want in positions that are way above their abilities. As the matter of fact, there are some Ministries or institutions that are filled by people from the same tribe, clan or even family. In some situations, there are people who hire their dogs, goats and cows as workers. These animals have salaries except they don’t go to work. This practice did not start with the CPA; it has been a practice in Sudan since independence. Ministry of Public Service and Human Resources Development has launched an all out war against these irregularities with exceptional success although she faces an uphill battle from many corners.

5. There is lack of financial management known to civilized human beings. People are paid with different salary scales not based on real and actual job classifications and academic credentials, but rather whether someone likes you or not. When Gabriel Changson Chang was appointed as a Minister of Finance and Economic Planning of the GoSS, he attempted to reform financial practices and introduced modern financial system that would have eliminated corruption. Unfortunately, Salva Kiir removed him because Changson introduced changes that would have prevented him from practicing corruption and hold him accountable for financial malpractices.

6. Since 2005, SPLM has engaged in dialogue with other armed groups in the Sudan which culminated in the Juba declaration signed by Gen. Paulino Matip and Gen. Salva Kiir in Juba. The SPLM is still engaged in dialogues with the remaining groups to join the South. Unfortunately, things got out of hand in the beginning of 2007 when Kiir Mayardit decided to disarm civilians without providing them security. Shockingly, the civilian disarmament was selective and the tribes that were not disarmed began to take cattle and personal belongings of the tribes that were disarmed. The SPLA army failed to protect disarmed civilians from their neighbors. An example to be cited is the case of Murle who were not disarmed but began to wreak havoc on Dinka Bor and Lou Nuer.

7. Harassment of journalists and members of other political parties in the South has become the norm of the day. Salva Kiir Mayardit, who signed the Interim Constitution of the South into law in 2005, cannot intellectually grasp the meanings of freedom of speech, expression and association enshrined in the Constitution. He has resorted to uncivilized practices contrary to the principles of human rights.

Due to above reasons, the Nuer community in Europe pledged its allegiance to SPLM-DC. The ANCE will soon send a delegation to Upper Nile State, Jonglei State and Unity State to mobilize the public to join the SPLM-DC as the only party that has intellectual leadership to solve problems. The failures of the SPLM since 2005 could be attributed to intellectual incapacity of Salva Kiir as a person. The institutions of the GoSS cannot function properly if the last decision maker of the GoSS cannot differentiate between truth and fiction.
